Administrative Services

Health Savings Accounts (HSA)
Using a qualified High Deductible Health Plan that is ACA Compliant, Health Savings Accounts were created by the U.S. Congress to allow employees to save money on a pre-tax basis for possible future medical expenses. The employee and or employer may contribute to the HSA. The employee owns and controls the HSA and therefore can access the HSA to pay for qualified medical expenses. HSA’s earn interest daily and there is a selection of investment funds that the employee can choose to deposit their HSA funds.
The HSA provided by The Human Resource Dept., Inc. is accessed by our private labeled MasterCard that we call The Summit Card® and is honored wherever MasterCard is accepted. This allows the employee to conveniently pay for medical expenses from their HSA.
As your plan service provider, The Human Resource Dept., Inc. will provide the required administrative serves for you the employer and your employees for the HSA.
Health Reimbursement Arrangements (HRA)
Using a qualified High Deductible Health Plan that is ACA Compliant, Health Reimbursement Arrangements are permitted under the Internal Revenue code Section 105 and have been used for many years by our employers to control the cost of health insurance.
The employer pre-determines the benefit for the employees and pre-funds a portion of this benefit.  The employer owns all of the funds in the HRA. The employee has no ownership of the HRA. When the employee incurs a qualified medical expense, the employee is either reimbursed from the HRA or the employee can use The Summit Card® MasterCard to access the HRA at the point of service.
As your plan service provider, The Human Resource Dept., Inc. will provide the required administrative services for you the employer and your employees for the HRA.
Flexible Spending Accounts (FSA)
Flexible Spending Accounts or as they are commonly called, “Cafeteria Plans” are used by the employee to make pre-taxed contributions into their FSA. The Flexible Spending account can be used for qualified medical expenses, qualified dependent care expenses, and group health insurance premium contributions.
As your plan provider, The Human Resource Dept., Inc. will provide the required administrative services for you the employer and your employees for the FSA.
COBRA Administration
Are you COBRA compliant now?  Many employers think they are but our experience has been that most are not fully compliant.
• Do you have a COBRA administrative guide containing all the required plan documents and notices?
• How do you notify your new employees of their COBRA rights?
• How about terminated employees?
• How do you collect and process COBRA premiums?
• Do you know the time frames for premium payment?
• What do you use to measure the time frame?

• The related Summary Plan Descriptions (SPD)
We review and print annually the required documents for distribution to you and your eligible employees.

The Summit Card® is a MasterCard that has been designed exclusively for employers and their employees and dependents. It is honored wherever MasterCard is accepted. The Summit Card® is connected to the Internet and the employer and employee have round-the-clock access to their respective accounts.
The Summit Card® can be used with our HSA, HRA, and the FSA plans. As your plan service provider, The Human Resource Dept., Inc. will provide the required administrative services for you the employer and your employees for The Summit Card®.
